First, a coordination mechanism will be established to promote high-quality growth in the medical device sector, fostering a group of independent, internationally recognized flagship enterprises and helping to create a cutting-edge medical device industry cluster that rivals global leaders. Second, the review and approval process for Class II medical devices will continue to be streamlined, reducing the average technical review timeline by 50% compared to the statutory deadlines. Third, robust measures will be taken to spur innovation in medical devices, encouraging and supporting the development and commercialization of groundbreaking products. Fourth, a comprehensive crackdown on medical device safety issues will be carried out, leveraging regulatory tools such as targeted sampling inspections, routine checks, and adverse event monitoring to identify potential risks swiftly and effectively, ensuring risks are contained as quickly and thoroughly as possible. Finally, a holistic reform of medical device regulation will be deepened, positioning Guangdong Province at the forefront of achieving internationally advanced standards in medical device oversight capabilities.

The plan aims to achieve an average annual compound growth rate of over 20% in the province's medical device manufacturing sector by 2025, driving the annual operating revenue of large-scale medical device manufacturers to reach 250 billion yuan. Additionally, the initiative seeks to secure approval for 50 innovative medical device registration certificates from the national level, foster the emergence of 35 companies listed on capital markets with market values exceeding 100 billion yuan, and cultivate 2 to 3 demonstration enterprises. By then, the province also expects to have 3 to 5 leading enterprises generating annual revenues surpassing 10 billion yuan, along with 5 to 8 key players earning more than 5 billion yuan each. Ultimately, the goal is to build a group of domestically branded, internationally recognized flagship enterprises and establish a high-end medical device industrial cluster that rivals global benchmarks.
